With the retooling of the 'Castle' Class, the old tooling, originally developed by Airfix in 1979, became redundant. When Dapol had taken over the Airfix tooling in 1985, they re-released the 'Castle' but had also developed a 'County' 4-6-0 from the same tools. This they released the same year, eventually producing at least five versions of it.

Hornby purchased Dapol's tools in 1996 and went on to produce 10 versions of the County. Now that the original 'Castle/County' tooling is no longer required for the main range, it has been transferred to the RailRoad and train set series and 1006 County of Cornwall is the first to appear in RailRoad packaging.
