3 locomotives were built in December 1878. These three locomotives were under construction as 2-4-0ST Broad Gauge locomotives at the South Devon Railways Newton Abbot works when the company was taken over by the GWR. They were sent to Swindon uncompleted and emerged as 0-6-0 saddle tanks. The first was withdrawn in October 1926 and the last in September 1936
